Aww, I don't think he was really OOC. Since it's just a little snippet there is no way of knowing how he could have so far evolved. Plus we never really got much insight to how Draco treated who and what he did care for. I'd believe he'd be highly loyal and attached. As well as his normal hurtful self when he felt put in a place he didn't understand or like, or when things weren't going the way he believed they should. I liked it. =) And I love that Luna just seems to know that.
